BY A STAFF REPORTER: In 2017, the Government of India launched a Development Action Plan for the welfare of Scheduled Castes and Scheduled Tribes. According to budget response expert Javed Alam Khan, the main expectation from the upcoming budget is that the government will create a non-lapsable pool under both the action plans outlined in niti aayog's 2017 guidelines. "A non-lapsable pool is important so that money that has not been used can be kept for further use," he said. But the government has not been able to implement it in the last five years. Javed Alam Khan said, "This is the last full-fledged budget of the present government, we can expect some exclusive programs for this community, especially for education." Allocation and physical targets for post-matric scholarships for SCs and STs may also increase in this year's budget. Last year, the finance minister did not mention the development action plan for SCs and STs.
