City police commissioner Vineet Goyal proposes but Kolkata traffic police does the opposite. Despite strict instructions from the top cop to initiate measures to ensure smooth flow of traffic, the situation usually collapses in several areas during peak hours. Local residents of Gariahat and Park Circus complained that three lane parking leading to alleged extortion by parking lot attendants in league with local cops have compounded matters in areas around Gariahat.

ANM News spoke to several locals who pointed out that vehicles often jump signals, park unilaterally and disobey traffic rules. There are no traffic constables in most key traffic intersections in Park Circus and Gariahat. A tour revealed that traffic sergeants are rarely on the road except when VIP crosses the respective areas.
The local traffic guard officer in charge (OC)s of these areas feigned ignorance claiming that they don't have enough manpower to manage traffic.
