In his letter, Singh outlined five major concerns: preserving Manipur’s territorial integrity, curbing border infiltration, ensuring a strict biometric-based Free Movement Regime (FMR), and accelerating the ongoing border fencing project. He stressed the importance of sustaining efforts against drug trafficking and narco-terrorism, which have been major challenges for the state.
