BY A STAFF REPORTER: Belarus' Security Council said on Sunday that the joint air force exercise with Russia, which begins next week, is purely defensive in nature and will focus on maintenance missions and how to counter a possible attack. Minsk also said it was ready for any provocative action by Ukraine.
